How to play this build
Play safe and poke with Frost Shot (Q) using the permaslow; use Hawkshot for free river vision. Your signature play is the Enchanted Crystal Arrow from fog to start fights or catch someone far away.
Strengths

Game plan
Play as a utility support: place vision with Hawkshot, poke with Frost Shot, and save the Arrow to open a fight or catch someone out of position from the fog. The constant slow acts as peel for your ADC. Always position at the back.
Quick tips
- Fire the Arrow from the fog so they don't see it coming.
- Use Hawkshot before objectives (Dragon/Baron) for free vision.

Frozen Mallet Lots of health and some AD; your auto-attacks slow the target (permaslow). -

Randuin's Omen Health and armor; active AoE slow that also cuts attackers' attack speed.
Runes
In classic LoL, runes were a system SEPARATE from masteries: bought with IP (Influence Points) and slotted into 4 tiers — Marks (red), Seals (yellow), Glyphs (blue) and Quintessences (purple, the strongest). They gave flat stats: damage, armor, penetration, etc.

In classic LoL you have up to 30 points (at level 30) to split across three trees: Offense (damage), Defense (durability) and Utility (mana, cooldown reduction and mobility). The notation 21/0/9 means 21 points in Offense, 0 in Defense and 9 in Utility.
